On Facebook, can someone block me from commenting on a photo?

I can see pictures from a friend, and see that others have commented on the pics, but I have no option to comment… as in there is no functionality for me to leave a message on a pic. Is this purposeful by that friend? I played around with my privacy settings and can’t seem to block others from doing that particular action, but then again I’m not totally Social Media savvy. Thanks!

    normally not personal from a friend some times even big sites like facebook have problems your best bet is to look at your privacy settings and if that looks normal send a message to your friend ask them if theres anything that they did
