On Facebook, can someone block me from commenting on a photo?

I can see pictures from a friend, and see that others have commented on the pics, but I have no option to comment… as in there is no functionality for me to leave a message on a pic. Is this purposeful by that friend? I played around with my privacy settings and can’t seem to block others from doing that particular action, but then again I’m not totally Social Media savvy.
